Just like noone is apriori reformist, just like being a reformist doesn't necessarily mean being a (successful) reformist, defenders of institutions as they are can't pretend be acknowledged as defenders of rule of law.

Institutional hierarchy, especially its supreme act, the constitution, became too constricted, inappropriate, to the extent as to suggest its change, even in a non-institutional way. The constitution, in this manner, doesn't change for its own sake: it limits the reform changes, total social, legal and economic reform. To what extent is this invoking a principle, and how acceptable and applicable this principle is?

An expert group or committee represents an ideal political solution. It is always effective, regardless whether there is political will to solve the problem, or not, that is whether there is political will to stall the solution. It is always possible to find certain explanations and excuses for success or failure, by enabling politicians bend their own responsibility.
